Sounds like the normal gauge/fan operation for my van. My gauge needle will go just above the led when I am stuck in traffic but will go down to cover the led when I get moving again. This is all with the A/C on or off. My gauge never went above the LED until I added RedLine WatterWetter to it a couple of years ago, now it does it everyday, usually during the morning commute. I also have the 80F thermostat and radiator fan switch in the van, neither of which has seemed to make any difference in the operation of the gauge or fan here in Florida, but I did notice that the needle stays below the led when I drove up north.

If you really want to test the radiator fan switch under operating conditions, park the van on a paved surface in the sun with the A/C off and the engine idling on a hot day and eventually the radiator fan should come on. Make sure both heaters are off.
