The Propane has a two position knob. All the way off and all the way on. It has a seat on each end and the hissing sound is it leaking in the mid range of reaching the full open or full closed. If you doubt my words ............. take the valve apart, you'll see. In other words the hissing and slight leak is normal while going from full open to full closed. If you leave the valve half way you'll leak the propane out.
