Turn the problem around -- your heater blower fuse blows when you turn on the wipers. ;-)

Check that the fuse is as specified (16 amps on the 1.9l). Put an ammeter in place of the fuse and measure current draw of wiper and blower -- blower ought to draw about 12 amps on high speed. This circuit is somewhat overloaded right from the factory, can cure by using the blower high-speed switch position to drive a relay that powers the blower from a separate circuit.
