If you monitor the O2 sensor while it's still attached to the ECU what you're seeing is the effect of the ECU reacting to the voltage from the O2 sensor, which is reacting to what the ECU is doing, and so on. You want to set your air/fuel mixture *without* the O2 sensor giving feedback to the ECU.
