That's where the lead from the oxy sensor connects. Since it's not connected, the sensor is having no effect at the moment -- the other two leads on the sensor are just a heater to kick-start it.

Using a digital meter you should see close to 500 mv from that lead to ground when the ignition is on, cold engine. If you see near zero instead, there's quite likely a short from the inner conductor to the shield which is grounded. That would make the ECU go to full rich as soon as Temp II indicated warmup.
