Quick-and-dirty -- take a stake (hang it, drive it in the ground, make a flat base, clamp it to something) and tape plastic aquarium or larger tubing to it so that the vertical legs are together and the loop at the bottom is large enough that the tubing doesn't kink. Larger tubing is easier to fill, clear of bubbles etc. If you want to get a touch fancier you can put a 90-degree fitting at the top so the feed tube has less tendency to kink.

Real minimalist just tape the tubes together and let them hang free from the driver's door handle or whatever. Hang a little weight off the bottom so they straighten a little for convenience in measuring (though strictly it doesn't matter if they're tied in a bow, you're just measuring the vertical distance between the two meniscii).

Going in the other direction you can get fancy with routed grooves for the tubing, fixed (or better, sliding) scales, mirror backing, glass tubing, gilt cherubs at the corners... <g>
