There is another way to register their van and still live in
California--they would have to "move" to a rural area in California that
does not require the biannual smog (yet).  My brother lives in Weed, CA,
and the only time he has to smog a car is when he buys a new (to him) car
and registers it for the first time.  When I had problems getting my '88
Golf to pass smog, the easiest/fastest thing for me was to register it at
his address.  No smog, and it gave me 2 more years to fix the problem.
If they can do this, it will give Tiico a couple of years to get a CARB
exemption.
