forward and inboard of the passenger side rear wheel. The other hose comes off the same tank and returns to the engine compartment, where it is not connected. The tank, standing vertically, is maybe 3" in diameter and 8" high (estimates).

that's your charcoal cannister, for the evaporative emissions control part of the gas tank. the cylinder in the wheel well, that is. it should have THREE hoses coming out of it ... top has two hoses, bottom has one. top rear one should be the one that goes to the air cleaner (big nipple on the backside of the air cleaner box, over in that front right corner of the engine compartment). it look like it's going to the right place ... the short hose in the picture. the top front one goes back to the fuel tank (this is the emissions/vapor supply hose .. the vapors come to the cannister via this hose). the bottom one is your mystery hose. it should connect to the fan shroud ... yup. on the air filter side, way up top, there should be a connector for it. somewhere around the alternator area.

Where should this be connecting? Could it have something to do with the brakes, which are spongy right now? The brake hose with check valve is on the other side, I think.

nothing about the brakes ... that's on the other side of the engine compartment. all the cannister does is sort of store the gas fumes from the gas tank and recirculate them into the air cleaner box. the bottom hose is just a supply hose for air from the cooling fan to flow a little bit into the cannister to force the fumes up and into the short hose/air cleaner.

it's like this only on the aircooled buses. the watercools do it a little differently.
