ross, I would not worry about the rubber and yes you must replace the whole tie rod unit to replace the rubber. The rubber protects the joint from dirt and water and keeps the grease in but as long as the joint feels tight you are ok. Check the joint every few months for slop. The best time to replace the joint is when you have to do some rack work. When was work last done on the rack? How do the boots look on the rack.
