The wire that emerges from the hall sensor harness is used as the Oxygen sensor return. I'm not sure if it has other functions as well, but I know that you engine will not run well without that wire attached properly. Actually, I think it runs to the head because that is where the exhaust headers are attached, and the oxygen sensor is connected to the headers. Because of this, I don't think grounding to the block is a very good idea.

The fact that your wire is hanging by a thread means you will soon, have a van which thinks it's running way to lean. This messes up the ECU to the point where you'll be lucky to get home. So FIX THAT WIRE ASAP. I can't imagine why WHERE on the head the wire is attached would make any difference. Aluminum is a great conductor of both heat and electricity.
