The first number is the width of the tire in millimeters, measured from sidewall to sidewall.

The second number is the aspect ratio. This is a ratio of sidewall height to width. On a 205-75R14 the tire is 205mm wide, multiply that by the aspect ratio of 75% to find the height of one sidewall 205mmx0.75=154mm (=6"). On a 205-70R14 it's 205mmx0.70=144m (=5.6").
