Subject:      idle control question

I want to make sure I understand this. If the bus is warmed up, the idle is should be about 850RPM. Mine is really 1200-2100RPM. When I pull the connector off of the idle valve, the idle drops to what it is supposed to be. Does this mean my idle control unit is bad? Thanks.
