It's also often done by folks who have a plugged-up cat and can't or won't
pay for a new one.  VW cats are relatively inexpensive, but I've seen
prices over $300 for some cars.  And of course if the car has bad
compression or is burning oil it'll quickly roach the new cat anyway.
