There are two ways to fix this problem.

The first is to renew all the foam seals in the air distribution housing. This involves pulling the fascia, splitting the distribution box, replacing all the foam rubber seals and re-installing everything. If you plan on having the van a while, eventually you will want to do this.

The second way is easier. Remove the lower heater vent panel (in front of the shifter) and cut some foam rubber blocks to fit inside the rectangular areas in the cover.

I typically leave the blocks in place until it's cool enough to use the heater, then I pull them out and throw them in the glove compartment. As soon as the weather is warm enough and I need to use the A/C, I re-install the blocks.
