I've used a large fabric/thread reinforced, plastic tarp. I put the unfolded tarp over the luggage area, put in what I want stored. Then I fold the back of the tarp forward over the stored items and under their front edge, then sides of the tarp over the stored items, then the front part of the tarp folded back over the items and tucked in the rear. It has always proven to be completely water-tight. I bungie the "package" into the storage bin. Very compact and sturdy. I'll use it on trips of 1+ weeks duration to keep the "cabin" more clutter free and items easily accessable.
