Rather than go that route, why don't you study the two webpages listed below. The first one is Karl Bloss poptop project which is essentially a hole in the roof poptop w/o the upper berth. The second is one of two sites I know of which deals with the actual poptop install.

Buses have arched roof supports. Westies have flat roofs to accommodate the upper berth. The actual conversions is not for the timid. The entire roof structure must be transplanted unlike the Bloss method which only requires you to cut a hole. IIRC Karl's intent is just to gain standing room for cooking etc. If that's all you want to do then it is very doable. If you want to have a sleeping berth up there, you better be really good at welding and/or a friend who is. Taking this work to a welder will set you back much more than the cost of buying a Vanagon already equipped with a poptop.
