The light (when working properly) blinks for a few seconds any time the gauge receives a signal that would cause it to read full scale (even if the signal is only very brief). This happens either when the temp is too high or when the level controller detects that coolant in the tank is low and sends a high-temp signal to the gauge. Depending on the controller, it's either a continuous signal or a pulsed one that doesn't noticeably move the needle.

Note that the owner's manual specifically says that a high gauge reading is still normal operation unless the light is blinking as well.
