Not so sure this qualifies as "bright idea": how about using a Yakima or
Thule roof rack tower and appropriate bolt-on foot. Some sort of adaptation
would have to happen to integrate the solar eqp. and rack tower, but it
would be easily removable, and very secure, even "lockable" while installed.
The "footing" could be installed on the inside of the luggage bin (Westy)
above the "cockpit", which would keep the permanent application out of
sight.
