There were a small number of 1990's made w/o fiberglass bumpers. These were the non-GL vans. It was a way for VW to lower the sticker price bring more prospective buyers into their showrooms.

I have one of these vans. It has black steel bumpers, rubber mats (no carpets) front and rear, clock instead of a tach, and removable rear facing jumpseats. They did not come with the weekender bench/bed found in the Carats and Multivans. They also did not come with the folding tables in those models.
