Jay,
How long ago has it been since you got the code? I went in this summer and was told at the time the new policy was in effect for three months.
I've been getting radio codes from the same dealer for 6 years.
This year they told me of the new policy, no original VIN, no code. I could try other dealers, but was told it was VWOA's new policy. In fact, they told me the VIN is a required field and without out it the the process can't be initiated on the computer.

I gave my dealer my car's VIN number ('89 Jetta) and the number from the
junkyard radio--no problem. The radio doesn't necessarily have to come
from the original car's VIN. It certainly didn't in my case. This may
vary from dealer to dealer, but not a problem at mine. Any legitimate VIN
may be acceptable? I have a '97 Golf stereo in my '85 Westy.

It was until this year that you could get the code from the dealer. The new
rule that you have to have the VIN number, means that a few radios I have
are useless. Obviously it's not a theft prone item like it was 13 years
ago, so maybe a electronics shop can unlock it for you without needed proof
you are the original owner. I have a friend who bought four of these radios
including two that were '95-'96 models. I hated to tell him the news-he
bought them at Goodwill ,and doesn't have the code. Which explains why they
ended up at Goodwill.

Hi volks,
I called 2 local VW dealerships regarding getting my radio code to unlock
my
factory installed VW radio. Evidently, not only do you need your VIN
number, but you have to pull the radio out and get the number that is
printed on the side of the radio as well. Nothings ever easy, eh?
Peace,
