If you drive on the type of dark, rural back roads where you need auxiliary lights at all, you use your high-beams quite a bit. I know I did when I was living in northern Michigan. If there's enough traffic that you can't use your high beams, then you don't need driving lights because the headlights of the other cars will light up the road far ahead for you.

If you drive in heavily trafficked urban areas and just want driving lights because they look kewl maybe you could put one of those DRL resistors in series with them to cut the light output down to harmless/useless levels. ;)
