The point in earlier posts is that if the adjustment is not done correctly the cable lever on the rear shoes can contact the metal of the bearing hub. Once this happens, even Hercules could not make the parking brake hold any better because the parking brake cable is not pulling the shoes against the drum in this case but rather mostly pulling the metal arm against the metal hub in a tiny contact patch.

As it says in the Bentley, page 46.11 of the later version, section labeled- 'Parking brake, adjusting'

CAUTION: Rear brakes must be adjusted properly before adjusting parking brake
