Hi Steve,

Your observations do indicate a rich engine not a bad ECU. The O2 sensor is a Galvanic voltage generator producing a low voltage(~0.2V)when lean and a high voltage(~0.8V) when rich. The ECU has a nominal 0.5V standing on the O2 sensor circuit and then the ECU reacts to the changing voltage. You should look for components that cause over richness such as the AFM, coolant temp sensor or the fuel pressure regulator.
