One thing I failed to mention. Your vacuum booster line has a check valve in it (the 1/2" line just to the left of your Double Relay). To test this valve , blow through the line after you've removed it. The air should pass only one way. If this valve has failed the booster isn't properly primed with vacuum for the next application of the brakes and is fully dependant on the available vacuum at low rpms that often isn't enough in hard braking.
