The cold start injector should activate when you run the starter ................ Look for a poor electrical connection. I've had mine unplugged during some testing and after the engine has been started a few times it doesn't seem to make much difference but on initial morning startup it is necessary. If you test it I'd use about 9v rather than 12v.
