I like photo radar for exactly the opposite reason. Machines are totally impartial. "The whole system is ripe for abuse?" How can that be. It's a machine. It is programmed by humans. If there is any abuse, it's the human factor not the machine. I love listening to impartial stories of how my cute girlfriend gets let off with a warning while I get a ticket. And I'm butt ugly but I shouldn't get a ticket for it.
