Apparently clear covers don't do the job; they will blind a camera ONLY if they reflect the flash's light directly at the camera lens... and of course they cannot. Here in NZ you can get adhesive reflective numbers/letters to cover the nonreflective originals, and these DO work. Our plates are all black-on-white (excepting old pre80s plates), so this is simple compared to the multicolored North American plates. Here there's no way you'd get away with the "didn't receive it", even if it was true.
