Try a horn from an older 6 volt bus. They're not for people who lay on the horn for long periods, but it'll last quite a while providing short, very loud beeps. It's a horrible sound, sort of like a nuclear explosion.

And you can get the old horns for $5-$10, so occasional replacement isn't too big a deal.
