I don't believe it.  Not for a minute.

I don't doubt that a certain amount of water is allowed to exist in
gasoline.  There's no way to keep all of it out.

I don't doubt that some stations end up with more water in their gas than
others, probably stations that sell less fuel.

But I seriously doubt a station would add it intentionally.  It would help
rot their expensive underground tank.
