If I recall, the green shielded part is only at the ECU end. They be looking closer to the connection?

A coaxial cable is a transmission line which is something far removed from the SHIELDED-CONDUCTOR CABLE found within the uncorrupted wiring harness of every '84-'91 Vanagon with which I have had a personal relationship. It is a singularly obvious wire because it has a thick, bright green sheath of some tough material like Nylon or Tefzel. Either you have to look harder or else locate whoever was mucking about with the wiring harness so that you can find out what improvements he made.
