In my experience that's unnecessary. I've seen people in turn lanes start into the intersection *from almost a dead stop* after the light turned back to red.

New York is also notorious for red light running. People there have apparently decided that a red light means three more cars can go through.

People get casual about it, because they know enforcement is lax. They risk their lives and the lives of other people to save two minutes of travel time. Then they complain when they get ticketed for it.
