Stan, my first thought is something mechanical interfering at the column, like a dime or such. IIRC the horn is always live and is operated by grounding it, so there shouldn't be any way for power coming from the high-beams switch to make any difference. I'd take a close look at the steering wheel/column joint area, take the wheel off it necessary.
