Like David, I think taking off the wheel is your first step. I think I remember something like this happening on my Super Beetle. If I'm remembering correctly it was caused because the copper contact ring had worn a lot and the debris was creating an unexpected ground. Replacing the copper ring and cleaning the debris out fixed it.
