Chris; It would be helpful to know what the O2 sensor is doing during all this. My "guess" is a grounding problem between the engine and the chassis or ECU. The faulty connection is producing an extra voltage which is adding or subtracting with the output of the O2 sensor. This produces a erroneous value for the fuel management system to base it's calculations on. There is some more info on O2 sensors on my web site.
