The Hella Raintronic unit does just about this, and it is available from autoelectric suppliers (it's also standard on some VWs & BMWs etc).

It is fully automatic, so you just leave it on. When it begins to rain the windshield-mounted sensor detects a drop in light level and turns it on... starting with a slow intermittent (about 1 sweep/s) with an infinitely variable sweep rate up to fast wipe. Switches itself off too. must work well to be offered standard... you'd think.
