I experienced this in an 83 1.9 WBX. It turned out to be a temperature sensor sender - on the left, sort of under the a/c compressor. I guess it was telling the Injection that the warm engine was still cold. Replacing it fixed the problem, but cleaning the contact may have done the trick.
