Thanks all for the guidance. I got home and the parts made it all very clear. It went back together in 10 minutes. As you can see I have begun my quest for rookie of the year early.

Though all 4 FI seals seemed to be pretty shot it hasn't solved my progressively deteriorating starting problem.From no warm/hot start it has progressed to only starting cold after much turn over of the engine. Once started it will run fine so I have eliminated the fuel filter. I am off to learn how to use my multimeter and the Bentley. Does anyone know of a source for a fuel pressure gauge as referenced in the Bentley? My FLAPS claims only from a snap on type tool dealer. How about a newbies guide to multimeter and it's use on the Vanagon?
