This is a small heater to free up any frozen water vapours that may be in the recirculating crankcase fumes and could block the tube. But it is ironic that the main blockage that occurs is not from ice but the collapse of the tube itself through rotting. New tubes can be purchased from places like Volkscafe for about $6.
