Normal -- probably not intended, but that's how it works. The current draw shifts the ground reference a few millivolts more positive than before, which makes the flame detector light up (the thermocouple actually goes negative to system ground, so anything that makes the ground more positive will tend to light the LED). If that doesn't make sense, I'll try to explain better when I'm awake.
