My '86 had an extra wire in that spot. I concluded it was for the AC that
I didn't have. Do you have AC?

You didn't tell us what year your Westy is.... On my 85, there's a green
wire that attaches to the oxygen sensor. It runs to pin 5 on the ECU.
I share your pain... I have a wire hanging down as well that I'll research
one of these days. :o) I have no idea where it connects. All the vital
stuff is wired up.
