The halfway mark on the gauge is probably more than half a tank left -- but that mileage still is terrible and suggests that your O2 sensor may be driving the ECU full rich (or maybe a Temp II sensor problem, similar effect). Try unhooking the O2 sensor and see if your mileage doesn't improve considerably.

Voltage at O2 sensor measured with high-impedance meter (10 Megohm) with engine running and warm should be seen as varying above and below half a volt -- if it is stuck low then ECU will think mix is lean and will keep on making it richer until it runs out of adjustment. This could be sensor, or could be a short in the shielded (bright green) sensor wire.

Voltage at TII sensor with engine warm should be under a couple tenths of a volt (on the non-grounded side of course). With engine cold it should be several volts, I forget the number -- somewhere between two and five, depending on actual engine temp.
