There is a steel adapter available commercially now at $69 a pair. There are also a couple of online vendors who sell T-6061 billet adapters for $200-$220 plus shipping for a set of four. These things are always of interest to folks if the cost is reasonable.

Otherwise, most are better off buying a proper Vanagon wheel for the money. The weigh savings can also be negated by the extra weight of the adapter. The saving grace would be in you already have a set of wheels that you want to use. For example; If you buy a nice set of 15" Porsche Fuchs, they will set you back $500 on the average -- USED. Add the cost of the adapter at (let's say) $200, then your total cost is $700. You can purchase a very nice set of SA 15" wheels for that kind of money -- NEW if not for less.

However, if you are after the adapter for the look of certain wheels then you may not have a lot of choices. If the offset is already to your liking, you can always redrill the wheels to the correct pattern for about $100 a set. See at:
