Hi Greg, When fuel is pumped out of the tank, the falling fuel level must be taken up with atmosphere from outside the system. This is done through the evaporative emission system. If the evap system is blocked the fuel system will pull a vacuum and prevent the fuel pump from pumping properly. When the pump is whining, remove the gas cap and see if the pump whine stops.
