I think the real question here is:

Why would anyone choose to "hide" their user feedback on eBay??

And the real answer is:

Because they have something to hide... I have now close to 40 all very
positive comments in my eBay feedback, and if I were to hide that from
buyers, I would be an idiot.

If I had all negative feedbacks... and I wanted to continue manipulating,
and cheesing people... then I would probably consider hiding my feedback.

If the item is only a few bucks, and it is no great loss if the deal goes
sour... then go for it... maybe he truly needs a second chance to get his
act together.  If it is like a hundred bucks.... I personally would not take
the obvious risk.
