Er, do you still have the seat belt relay installed? This is a relay (at the top of the fusebox on my 91) that beeps if the key is in the ignition and your seatbelt isn't fastened (or maybe the door is ajar...I forget which). Since it is at the top of the fusebox, it may have been dislodged at some point.

I removed mine almost immeadiately on getting each of my Vanagons (I keep the relay around in case someone wants it installed, but since I always wear my belt, I just find those things annoying.
