Because the original purpose of parking lights was to make a car temporarily parked on the street more visible. If you have just your parking lights on, people might assume you're stationary.

Also, if it's dark enough that you feel you need the extra visibility of your marker lights, why not turn on your low-beams on? They'll do the job better.
