FWIW, you can pull the pointer off the gauge and put it back on pointing wherever you want. So if it's 10mph off at an indicated 70mph, grab the shaft with very small needle nose pliers and gently pry the needle off with a flat screwdriver, without letting go of the shaft (very important). Then press the needle back on pointing at 60 or 80 as the case may be. A small thing, but you probably would like to know how fast you're going. Probably most important to know exactly where 20mph is for school zones.

As for causes either it came that way or over time the needle has spun slightly on the shaft from hitting the lower peg. I'd say upper peg normally but we're talking Vanagons, heh heh! :^)
