The answer is simple:  Don't run mismatched tires!
But to your question:  If you have no choice, put the best tires on the
drive wheels, power to hose wheels will get you out of a lot of trouble,
they give you control.  Exception: badly underpowered vehicle.  Like
some vehicles I know....
