       Mark, I am dealing with EXACTLY the same issue.  If you read over all 
my postings on this subject over the past few weeks you'll see where I've 
been with this.  At the moment I am now using a used D unit also and 
experiencing EXACTLY the same symptoms as you are.  I was speaking to Boston 
Bob about this last week and he thinks there could be a vacuum leak 
somewhere.  I have had no time to investigate this since then so don't have a 
clue as to the validity of his thoughts.  My next plan is to find a properly 
running Vanagon and swap in all the different idle stabiliser control units I 
have and make notes of how each one reacts at cold start-up, a lengthy 
experiment as the engine must be stone cold at each start up to get any 
proper diagnosis.  I will then try the idle stabiliser control from the 
properly running Vanagon into mine and see what happens.  Maybe we're barking 
up the wrong tree.
