Before you do anything, try putting a bottle of gas line antifreeze/water remover in your tank.

Is the van starved for fuel? If you have a fuel pressure guage, make sure the fuel pressure is high enough out of the pump. I think it's supposed to be 32 psi.

After that consider..

Is the tank vented properly? Take of the gas cap and see if the noise goes away. If your tank is not vented properly the pump will be pulling against a vacum.

Is the fuel filter clogged?

Just some thoughts others shared with me when I went through the same thing.
